Oil and water are insoluble. Thus, water will not mix with the oil to drown the fire. Water is also an excellent conductor, which means it will not help with an electrical fire. CO2 fire extinguishers work by depleting the source of the flames. Fires require a fuel to continue burning (typically oxygen, which is flammable and readily found in the air we breathe). CO2 is not flammable, so it is effective at putting out the fire by removing access to oxygen.
Have you ever read about the great lightning rod debate? Before lightning rods were invented, lightning strikes were considered punishment by God. Once the lightning rod came to be, many people thought it was . . . I cant think of the word. Not blasphemy, but they thought it was against God. Anyway, many churches refused to use lightning rods, insisting that God would never strike down a Godly church. Many church fires later, churches decided to start using lightning rods.
