You need to insulate your roof and wallsHot air rises, heat does notIf you insulate your attic it will keep air from leaving the house and thus the heated air in your lower level will have no where to go and will remain down stairs longerDepending on your system, the cold air return might be drawing too much of the warm air from upstairs and not enough from the downstairs levelInsulating between the floors will help keep the living area warmer, but your upper area will still be losing heatSometimes a simple diverter on your heat register will help warm you and the things in the living areaPurchase at harware/ Home DepotThey divert the heat from blasting up and make it go out into the room insteadIf your attic is usable space, insulate on the underside of the roofIf your attic is not usable and can remain cold, insulate the attic floor (or under the floor boards in your atticThe less area you have to heat the better!
