Answer:

If the neighborhood is really that bad you should get a real alarm through ADT or something. Im sure your gonna wish you would have while your standing there with a gun in your face as all your stuff gets taken and the dog just lays there cleaning itself. Could be worse too. If you seriously dont feel in danger then just get something loud that fits on the inside of the doors and windows.
Snow cables? I'd think chains would be a lot more reliable. Anyhow, what matters most is your tires. If you only have all-seasons, definitely get snow chains. If it snows hard, and you don't have the skills to deal with it (and I'm guessing you don't, or you wouldn't be asking), you definitely need the tools to deal with it. Some good snow tires, particularly with studs, should make snow chains redundant. But still, it's better to have them and not need them than need them and not have them. edit: Boogie, you know what happens when we assume?
You Definitly need chains, just having a 4wd vehicle does not help that much, believe me, after working for 10 years as a tow truck driver, the number of people in 4wd vehicles i have towed as a result of getting stuck or crashing in snow is unbelievable, people get behind the wheel of one and instantly think they are invincible and can get through anythingsadly its not true. definitly buy chains of you are planning on driving anywhere where there could be a high snow fall.and definitly for a rav-4, they are more of an urban 4wd
