Try scraping it with a credit card, driver's license, etc, or a paint scraper.
A paper bag and a warm iron: place the paper bag on the wax then rub the warm iron over the bag and wax the heat melts the wax and the bag will absorb it. It works wonders on carpet. A baby sitter taught me this trick when I was 7.
Do as Writer Gr says and scrape off most of it with a scraper. Do not apply heat to it!! No place on a vanity, not the base or the top should you ever apply heat to. After you scrape it off with a credit card, use a Magic Eraser. It will remove all remaining residue safely.
