Answer:

The contact patch between the wheel and the rail is only about the size of a dime and the very little friction generates very little heat. In contrast to a car tire which has a flat contact patch about the size of your open hand and the tire has to flex as it rolls to form the contact patch. That heat increases the tire pressure about 10% and is the reason why your tires are warm to the touch after driving at highway speeds. Sometimes sharp curves on mainline tracks have flange oilers that puts a little lubricant on the flange of the wheels to reduce the rubbing friction, especially going upgrade. I don't think heat is the reason for the lubricant, but rather to make it easier for the locomotive and to reduce flange and rail wear. I assume your question refers to a train traveling at a fairly steady speed and not during brake applications.
I've never used them but I have a friend who has some for her flat footed TB- she loves them and takes them out trail and road riding all the time. She's told me stories about going hooning up massive hills in the forrest and being amazed that the boots were still on. They're great for preventing stone bruises. However, she does say that she needs the cavallo boot socks otherwise they rub just behind the horse's hoof. Also they're wearing down after a year of (hard) riding.
