Can you even Tie Dye Plastic? If so what kind of paint?

It all depends on what kind of plastic, the thickness, and what it is being used for. Krylon makes paint specifically for plastic, I think its called PlastiBond, or something like that.
It wouldn't really be tie dye since the dyes used are fiber reactive (only adhere to plant based fibers like cotton) and since the patterns are achieved by bunching and tying the yarn with string or rubber bands. If you want to try for a similar effect, you might try spinning the plastic and drizzling the paint on as it spins. I don't know, maybe you could find an old 33 or 45 rpm turn table at a garage sale. The paint you use would depend on the type of plastic you want to paint. Krylon makes a paint that adheres to most plastics. You might also look at paint for models (like model airplanes), if your project isn't too big. The paint will probably need to be thinned a little if you want to try the spinning technique so it will spread easily with centripetal force.
