As a Republican President, most who are mentally challenged, I'd do all the things you said. As a Democratic President I would have the sense not to endanger myself, but send aide and help as Obama has done.
You don't need them out on a deck. Yes, you have to have them in every bedroom, common hallway and they have to be hard wired. so if one goes off, they all go off.
Hard^This is tonight, 5 days later. But it is a problem that needs to be addressed so this sort of thing doesn't happen. I'm not sure what kind of tank you have but if you have a rectangular tank, a background would help, making sure that light doesn't hit the tank at off angles like from the sides, helps reduce reflection as well. Lots of plants/decor around the sides of the tank can help too. I had a lot of java ferns around the sides of mine and that permanently stopped the fin biting. Though they had to be removed recently to speed the cycle of his new home ^^' Edit: One thing I'd like to add, fin biting seems to be prevalent in high strung betta. I recently discovered that so you want to make sure there aren't any stress causing stimuli whatsoever if yours is high strung too. Just to be safe.
