I accidently enabled,&Restrict Users From Accessing&etc.?

I have restricted myself from configuring, or accessing GPO, Services, and a lot of others. How can i restore my privileges. I have already tried registry. It didn't change anything. This is my computer, but i'm not in control of much! Please help!

No, it is the same thing. The red marking is defining a prohibited parking area due to a fire hydrant or fire zone. Same applies for yellow markings at no parking zones and blue markings for handicapped parking. At best, your state statute may specify how a fire zone is supposed to be marked and challenge the citation on that basis if the markings were not as required by law. For instance, in Florida, handicapped parking has very specific requirements for signage, the size and placement of the signs and markings, etc.
