How do we properly dispose of the fire extinguisher and what do we do? Should we call the local fire department?

Answer:

Test the battery as it sounds like low battery. Also be sure it is making good contact at both ends.
Call your local fire station. There are guidelines about how many fire extinguishers, and what type, per so many square feet of office space. Some cities might even have local codes about it. Your fire dept. will know.
I have worked with carbon monoxide detectors. And many times when they get 2 to 3 years old they will give a false positive. I recommend that you pick up a new carbon monoxide detector a see if it also says you have a problem.
