I'm having trouble accessing the control panel on my computer?

Whenever I try to open it, a window pops up and says This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. I tried logging on the other account we have on this computer, and it says the same thing for all of them. How do I tell which account is the system administrator, and how can I change the settings? I have NO idea what to do now.

we dont have them here anymore,.( they are illegal here ) but when we did, I remember they made a difference on take off, but still nothing to get over confident with,you'll get in trouble
other than cleaning it many times im not sure but im sure smell wil last a few yrs
Stuff like this scares me. If you have to ask An emergency kit. blankets for winter water buckets heated water buckets for winter shavings pitchforks buckets for manure hay racks (optional) lead lines halters grain buckets salt blocks hay grain treats grooming equipment the vets number in the barn on hand and so, so much more that you'll end up collecting over the next few years.
The problem with studded snow tires is not snow and ice. But on a wet road in a hard break they can act like ballbearings on the road and make you slide. This is why they were outlawed in many States years ago. On ice and snow most times 45mph is more than fast enough. With or without. Remember the other person can't drive for shat at all times.
