I guess you mean paper wasp nest. There is a product on the market, you buy at home improvement stores- I have even seen it in the grocery pest control section- it's called Spectracide Wasp and Hornet Killer. It comes in a big spray can. It has a great spray nozzle like a little fire hose and you stand back about fifteen feet, aim and press the nozzle down. Out comes a great squirting column of fluid that instantly kills all insects it touches and it poisons the nest so that returning insects die very quickly. This stuff is great. And, it has an added beneficial use after the wasp nest is dead- it is better than pepper spray in use for anti- bad man spray. Some people keep it on hand just specifically for the pepper spray use, and it is legal and you don't have to register it. Let me add, do not try to burn the nest out with a broom soaked in kerosene aflame. So dangerous. You don't need anything else but the Spectracide stuff. It's also pretty inexpensive. I think I paid $3.99 for mine on sale and have had it for years.

it could be if the tanker was not properly grounded, before discharge, depends on what started the fire, normally unless the cargo is being fed uphill, most fuels are emptied by gravity. the probability of proving cause is low, most likely destroyed by the fire. look for a flexible wire from the tank to something solid metal on the ground anchored solidly
