Question:

is a fire extinguisher required for a commerical rental in the state of Pennsylvania?

There are multiple units in the building.

Answer:

if the dryer is being overfilled they could be getting burned. Or there could be something that was accidentally put in the dryer like a crayon or a pen that is leaving marks. Unless you leak black or purple liquid I don't see how your parents can blame you.
The best extinguisher to use is one rated as ABC. This covers all types of fires, but the best advise is to get out as fast as possible. That is what the fire department usually advises.
fire dept. recommends an abc type for residental kitchens there rated for most type fires . remember to use it correctly (aim at base of flames)
And lastly Don’t keep it near the stove ….place it at the entrance of the kitchen You don’t want to be running through fire to get to the extinguisher
