Is it a good idea to double the insulation in my attic?

I live in Louisiana and my attic currently have blown in insulation laying in the atticI was wondering if it is a good or bad idea to hang insulation on the underside of the roof? It is currently too hot in my house and I have a undersized air conditioner that struggles to keep the house coolI don't have the $$$ to upgrade the AC so I'm looking for ways to help out the current one for now.
