Yes and no. Yes, because it would reflect some of the heat back into space. No, because of the massive environmental cost of manufacturing it.
Yes, AND it would result in the end of mankind, and almost everything else, through failure of the oxygen and food generation of the oceans.
Snow tires, snow chains would be be a good start. and if you floored it as you stated, I'm surprised you have an engine left. Flooring it in snow is not a way to get the car to move in snow and if as you stated can take care of the engine for you and possibly the tires.
First question: who is we? Remember that this generation of Americans has already voted to let our children and grandchildren just suffer. There is no we who is gonna do anything other than create problems for our children. We don't like our children. We like that our parents worked so hard, and lost so many lives to keep up free and wealthy. But to do something to no dump our problems on our children? Heck with that, that might cost us some of our inheritance. But more to your point, several problems other than that nobody's gonna pay for it. 1) We can't even get the the bottom of the ocean in many places, 2) Your solution would only amplify warming of the oceans 3) Any geoengineering solution brings unknown risks.
