Great question, but - NO. You're right, fires do a lot for the environment, but things like controled burns can provide a lot of the same benefits and limit how out of controle future fires get, so we have ways to handle it in advance. California is forested with a lot of things that catch fire quickly and spread fire rapidly, that's part of the problem. It is dry, but that's a problem for a huge part of the country right now, and their is danger of natural disasters like this everywhere. We live in the parts of the country we do because we like it there for beauty, natural resources or just location, so moving wouldn't help. (although I saw a study that said if you gave everyone who was in the new orleans disaster the money they would save by just walking away and not fixing the city, they could give everyone $200,000) Money would be saved from not having to fight the fire, but more would be lost in structure damage, timber availability, and the devistation to peoples lives and the economy. You have some valid points, but their's a lot more that goes into that, I hope this helps broaden your understanding!

You should stay with brass fittings. Stainless steel fittings are meant only for stainless steel tubings. If you use stainless fittings on copper tubes, the stainless ferrules will crush and damage the soft copper tube when you tighten the nut. This will cause the fitting to leak or worse, to break out under load.
Depend on what your bill of sale says. Warranty ? If its as is, they don't have to do anything.
Did the guys at the Dealership or used car shop, put those repair request on paper. If not they don't have to fix those problems. In most cases those cars are sold as is. I hope this helps
