Well, I won't help much, but I like 4-H better. Everyone in my Pony Club were stuck up brats and made everything too competitive, so I quickly quit and went to 4-H, which I love. But everyone else here is saying it rocks! Good Luck!
Look into your local stable and GO TO the Pony Club Website!! There usually aren't any official requirements for your horse, as long as your able to handle it and that it's not a super young horse.

I JUST started pony club and love it! But since I just started I don't really know much yet! What I can tell you is we meet once a week on Mondays with our horses. For the spring/summer we do lessons with our horses and then for the winter we do stable management. I have done any stable management days at Pony Club yet since it starts next Monday, but I learned tons from the riding part! Basically it's riding lessons just for super cheap, only $40 a month! It is not competitive at all, everyone tried to help each other a cheers each other on. We all help each other learn new things. Unmounted meetings is stable management, which is what I said we do in the winter at my pony club. It is where you learn about horses and horse care but you don't ride. Only requirements is that your horse is good with other horses and you are able to control your horse. I love pony club and am going to stick with it as long as I can :) I forgot answer your first question! At my pony club we meet at a local stable that has an indoor arena, and we ride in their arena.
