Answer:

Only if it's an oil-fuelled heater. Oil-filled electric heaters are very unlikely to reach a high enough temperature to set fire to anything. If you insulate them enough they might damage themselves by getting hotter than they are designed for. This would probably need 2 or more layers of blanket. If you just put the blanket on for a short time to warm or to dry it, I don't think there's any risk. But I wouldn't leave it on and go out for a long time.
It sounds to me like a lot of people are getting away with living dangerously. I certainly wouldn't advise putting a blanket over any kind of a heater. I'm wondering why you would want to put a blanket over the heater anyway? Doesn't that kind of defeat the purpose of having the heater on?
