Christina's answer is good but just in case you should know that to find the Pokeflute channel it is at the very top of the tuning circle. It isn't labeled so some people have trouble finding it.
so im assuming your trying to get the snorlax to move so u can get into diglett's cave. well first you have to get the radio card upgrade in the radio tower in lavender town. then you play the pokeflute tune on your radio and talk to the snorlax. after battling it, it'll be gone and you can take diglett's cave into the area with the 4 places u just mentioned. hope i helped
Go through diglet cave east of vermillian city. You need to move the snorlax first
All these places require you to move the snorlax out of the way near Vermillion city. To do that, visit the power plant, east of Cerulean city. After the event there, when you try to leave they'll talk about a robbery of a machine part. Leave and fly to Cerulean gym and you'll see a rock grunt. follow him to the Nugget Bridge and battle him. After that, go to the gym to find the machine part. Its by the top left corner where the ring-like thing for swimming. return that to the Power plant and go to the Kanto Radio Tower(Lavender Town) and go see that man in the suit. He'll do something and you'll be able to play the Pokeflute tune. Go to the snorlax and play the tune. Go to the Pokegear and to the radio. move the circle thing and to the middle top and it'll play the tune for Pokeflute. After that, talk to the snaorlax and it'll battle you. catch it or defeat it and you'll gain access to all those cities/towns
