Try the access it by right-clicking on My Computer and select Manage. Then select Device Manager. It will be the same view as going through System to update drivers. EDIT: have you tried gpedit.msc yet?
for alarm settings i believe you go to 'settings' and you can fine the 'alarm/clock' section. but i'm pretty sure that once the alarm goes off the snooze or turn off alarm comes on the screen.
