You can call the fire department, but they will probably refer you back to the police department. I would suggest maybe talking to the neighbor. If not, keep calling and getting him ticketed. If there is an actual fire, the fire department has many creative ways of moving the car from in front of the fire hydrant. They carry about a thousand gallons of water, and dont need the hydrant to run the pump, so you wont have to wait for the car to move for them to start fighting the fire.
For question number two, make a list of all lab rules. For example: Don't run in the lab. Don't eat in the lab. Tie hair back in the lab. Know where the fire extinguisher and fire blanket are. Don't mix anything unless the instructor tells you to. Waft smells, don't inhale them. If you spill anything, clean it up right away. If you are injured in lab, notify instructor right away. For question number three, draw the classroom, and label where the safety equipment is (i.e. eye wash, safety shower, fire extinguisher)
