I had the same thing happen to me last year. Just add a little rubbing alcohol to the tank, and then add the winterized fluid, all should be fine. the only problem is that it is probably frozen in the tubes as well, but all u need is a day above 32 and that will thaw
the best deal would be to make your own. buy %28 aqueous ammonia from your distributor. about 1 cup per 55 gallon drum, be extra cautious it's highly caustic and 1 good whiff will drop you to your knees. for cold weather you would add 20-30% methanol. plastic drums are best. all these chemicals and premade windshield wash fluid are available from petroleum supply companies. check your yellow pages.
In my experience, Auto Zone was the cheapest place to buy washer fluid in bulk, and I've bought A LOT OF IT.
