Because it is below freezing thus hoses freeze up. Wind in blowing and feeding the flames. Because firefighters are freezing their toes off. Ground, stairwells and the entire building is full of ice making conditions hazardous. Not to difficult to figure out is it. Hydrants are buried under snow piles, roads are impassable and the list goes on.
