Is it your road, personally owned by you, or is it the government's road? If he is exceeding a specific government-imposed speed limit, such as 25 mph, then you can get the law involved. If he is merely going faster than you personally desire, then the police cannot help unless you first get the government to impose the speed limit you want. If you do not personally own the road and you install a speed bump without permission from the owner, then you could get in a lot of trouble.
fiberglass resin is weak without the glass. I would be concerned with just pouring resin on top of glass, you need to properly 'wet out' the glass for a good repair. Also depends on where it is and how big were talking about. But the biggest thing is did you grind off the gelcoat to bare fiberglass around the hole first? and make sure none of your patch touches the gelcoat? if no, I could probably pop the whole patch off with a screwdriver. Fiberglass resin (or epoxy) doesn't adhere to gelcoat with any real strength. if yes, 3 layers of mat is relatively strong, again depending on how big were talking about. if its a 12 hole, that is pretty weak, if its a 1 hole, pretty strong. Edit: actually from the inside is good. the way you did it sounds excellent, however you are correct the pool is inherently weak. Adding more layers of mat until you built it up level and then a few larger pieces that go past the hole about 3 minimum all the way around is best, you don't want to create a 'plug' that can be popped out. also on the bottom you want to protect the new glass from the water, you can do this with some good waterproof epoxy, paint on a few coats with a chip brush and sand down smooth. because your just waterproofing and not using the epoxy as structural, you don't have to worry as much about the adhesion problem with the gelcoat, but keep an eye on it.
