My lock is stuck in the turned position?

My front door lock can just be turned to unlock it from the inside, and you need a key to get in from the outside. But for some reason the inside knob is stuck in the turned position, and it automatically locks it. It's turned about 90 degrees and it's the type of lock where you push the button in to lock it, and that button is tstuck there

Studded tires are prohibited within the cities because of the damage they do to the roads. Unless you plan to live in a rural area and drive on the rural roads (ie: dirt roads) don't bother bringing them. The fines will cost you more then the tires are worth and there is really no need for them out here anyway.
How old is your home? A home has to meet the codes that were in effect when the home was built. Everytime there is a code change, the owners are not required to tear the house apart and bring it up to the new code. If the house was built before the smoke detector code went into effect it is not required to have them and it won't be listed on the inspectors report. Only things that are a violation of code at the time the house was built will be listed on the report.
With a front wheel drive car like you have, studded tires are not necessary. And most of hte time they are illegal. Because unlike the east, it gets too cold in Alberta to have glare ice on the roads very ofter, I got along fine in Alberta with a front wheel drive car with all season radials. But then, those winters are why I live in LA now.
