new beetle windshield wipers quit working?

my wife‘s 2003 volkswagen beetle. the windshield wipers don‘t have much power. you need to clean all the snow off before they will move. but even in the rain they will only work for a while. they start to make a growling sound then will just quit. wait a while and they work again. whats the problem? do i just need a new wiper motor?

I can't recall if there is a TSB (technical service bulletin) for this one or not, but in some cases, the wiper shafts will corrode in the bushings that they rotate in causing the wipers to operate slowly or not at all. If you are mechanically inclined, you might try some penetrating lubricant at the shaft to bushing interface on both wipers. Otherwise take it to a good VW mechanic or dealer.
