I would not get used to her clothes being on the floor. I'd suggest leaving just a few changes of clothes in her room and the rest should be put up where she can't reach them. This is to encourage the idea of punishment for bad behavior: she has a limited supply of clothes because of her creating a mess of them. If she doesn't get the message and just continues to create a mess then you may have to live with that small mess for a while.
Your little one is just curious to see what your reaction is going to be! If you are patient enough and leave her to do it few times,after seeing you are no longer shouting loud about that,she will eventually stop. Another strategy I would suggest ,is when you see that she is attempting to do it,simply distract her -she might be just bored and she is saying she needs attention Have a great time with your darling
My daughter does that too! LOL She even does it with OUR clothes. I let her have a little fun, (because I think she thinks she's helping me) by rearranging where all the clothes go. But after a few minutes, I say, Okay, time to put all the clothes away. And we put them back in their right places and I distract her with something else. My daughter is 17 months, btw. :)
I put my daughters dresser in the closet. I hang most and put the rest in the dresser and close the closet. Then we have some toys in front of the closet. Lol
