County Health department if he is in violation. CA law requires that you have a door that locks, a heat source (you pay your own bill for it) and a smoke detector. Other then that they will not do anything, people are free to live in the standard of living of their choice. You made a choice when you moved in, no one is going to make the landlord change things to suit your fancy.

It depends from places to places, but i think it is understandable to use it in times of major disasters.
