You are going to have to do your homework. People can say whatever they wish, but that doesnt make it so. PROOF makes it so and now that the city is putting water pipes in along this road, they obviously know who owns the property. contact the city and ask, WHO LEGALLY OWNS THIS ROAD. They will know for sure as they had to check before digging for water lines. Ask them if you could go down somewhere and get physical proof the city owns the property and not this jerk, you can then persue this matter in a whole different manner. But you physically need this piece of paper from the Deeds department of your local county. Once you can get this, write this man a letter stating that you now have proof he does not own this property and to allow transportation on this road immediatly or this matter will be brought to court. Present a copy of this document along with your letter as hopefully a reasonable person, once presented with documented proof, will back down and allow you to travel on this road. Be professional, do your homework. All property lines are public information, just for reasons like you have right now.

I singed my hair earlier this evening, started my oven on fire this last summer, was blasted when I ignited the burners on my grill the summer before (I got only first degree burns on my arms), started a small fire in my bedroom when I was a young teenager, and I think thats it.
