If you are talking about within the city limits you can go to the housing authority and complain about loss of quiet use. SF is very strict about it, as this is something the landlord controls. Also say something about fearing that you will have an actual fire and disregard the alarm. I am not sure about the exact wording to use, but SF takes their fire codes VERY seriously. He will be required to fix the wiring, which is most likely the problem. Or install cameras if it is pranksters.
The Karo is probably costing you 3 to 4 times more than what the heating oil is running. You can save by not using that heaterand I'm talking about saving your life too. Those heaters should never be used inside a housemore than likely the only reason you are still alive is because you have some many insulation or air leaks. Save your money and invest in siding that has an insulation barrier under it.
