Sharpie, acrylic paint ?7 - If I use Sharpie/Acrylic Paint to put faces, do I draw the face then glaze ?8 - Isn't there a specific kind of Sharpie you have to use ? Yes, but not much chance of winning. They are not obligated to clean graffiti or install cig stations. If you are really concerned, take the initiative. Create a block watch style clean up comittee to raise money and take care of the graffitti yourself. You could also ask to pass out flyers reminding tenants to clean up after their pets. Speed bumps are also expensive but not very effective. Or you could move.
