Wow, reallyyou slid on some ice and the cop charged you with wilfully damaging public property?? BS. UNLESS, you were speeding or made some kind of illegal manoeuvre, taking out that hydrant was an unavoidable Act of God!! Go to a ticket fighting agency (or a lawyer) to fight the ticket.
I don't know why the 5'3 part comes into this. Do you know anyone who can reach an 8 foot ceiling while standing on the floor? I don't think I do. The balance problem is another story. Don't you know anyone without a balance problem who could install it for you? You can put a smoke detector on the wall, I mean that it's physically possible, but it's recommended to put them on the ceiling because that's where smoke starts to gather. The higher up the detector sits, the earlier it will go off, and that's the whole point of them, to alert you before the smoke has gotten heavy enough to get down to where you are breathing. If you absolutely had to put one on a wall, it really ought to go as close to the ceiling as possible, and we're back to needing a ladder.
It may cost thousands. But even if it is a couple of hundred, You would be absolutely nuts to pay out of pocket if you have insurance. Why would you even consider doing such a thing? If you are not going to use your insurance, why do you buy it? *NEVER* let the fear of a rate increase determine whether or not to use insurance.
