Safety in Puerto Plata, Dominican Republic?

I am 16, and my dad is paranoid about not letting us leave the resort we are staying at (Viva Wyndham Playa Dorada.) My Parents are 38, and I have two siblings who are 14 and 11. My father heard from a friend that the Dominicans hate Americans and we should not leave our resort for our own safety. We were looking at things to do, such as the teleferico, the fort, and other things around the city. Is Puerto Plata as bad as some people say? Is it safe to travel around the city with kids (age 16, 14, 11)?

As far as I know lightning is an electric arc, not an electromagnetic wave, there is a direct current flowing between a cloud and earth. When lightning strikes an unprotected home it is the roof that gets the hit, not people inside. In the age of skyscrapers, steel bridges and communication towers chances for a person to be stricken by lightning are extremely small.
