NFPA 72 (National Fire Protection Act) requires smoke detectors in each sleeping area, as well as, outside of the sleeping areas. In addition, each floor of the residence is required to have additional detectors. The requirement for outside of the sleeping areas is easily met by installing a detector in a hallway. Hardwire detectors insure that each detector talks to the others in that loop, through the use of a signaling wire. I would strongly recommend not mixing and matching types of smoke detectors. Replacing all three units is a simple project any homeowner can do and at a cost of $30-40 is well worth the investment. I am sure there are plenty of how-to videos available.

Unless you have a well dug, then your only source of water is the city's. You could find out how much it would be to have water brought in by tanker, which isn't really out of the ordinary for some municipalities where water is expensive like CA and FL. Depending on where you are, look up Water Hauling or Hauling Service in the yellow pages or contact a landscaper or pool chemical supply company. They would have come contacts for you.
