This may be the general question pertaing to household noise. I would like to reduce the noise from vehicles from roads/highways and noisy market areas coing to home.
May be time for a total re-roofing if it is really old. If only a few shingles are bad you can just replace those. Until you have the money and time, just place a big plastic tarp over the part of the roof that is affected.

In terms of energy they slow down the speed/energy of the vehicle. The goal of speed bumps is to keep traffic at around 20mph. Meaning that a human is more likely to survive a collision/ impact.
