No. When you have a cell phone in japan it comes with a Sim card, which is the card that basically allows the phone to be used. if this card gets locked due to people guessing the wrong password too many times, ect. it can cost up to 2000 yen to get unlocked however, i have never heard of a sim card unlock reader thing it might be something fake
