Question:

Unmarked white rectangle plastic baggy filled with sheets of scented cardboard found when hiking in Utah. What are they?

They smelled a little different than the surrounding fir and spruce trees but was still kind of a natural odor. The cardboard sheets were also wrapped in the white plastic lattice. Maybe they're something the forestry service uses? But for what??

Answer:

Swiffer pads, no real idea.
and you didn't eat a piece see if you would enjoy your trip? maybe it was a geocache
possible it was the highly toxic insecticide they use to kill the ticks for a hundred yards radius .
Papers that have had the nuclear launch codes bleached out of them by the sun. You've seen them. You're now marked for death.
Perhaps it was some sort of repellant as scents have a huge effect on wildlife and insects.
