Does anyone knows a place or a company that sells returned items in Seattle area? It doesn't have to be an online store.
an old pallet makes a semi-usable target holder in a pinch if you're on a budget and/or cheap. However there's not much support there. considering how bb guns have so little power the gaps should not be an issue, especially with a target made of corrugated cardboard. expect the target to rip apart if you use a real firearm with those slots in between the boards.
Those are abouyt the crappiest pellets you can buy. I shoot at pallets, but only when i'm really, really bored (or board). What air rifle are you using, as that makes a huge difference.

Just to echo what others have said - an air rifle will help with the basics of marksmanship but cannot really prepare you for using a weapon in combat or for military weapons training That is much more than just being able to shoot straight! And as for being selected for sniper training after your first time on the range? No. Not going to happen. As others have said, you'll need to be an excellent shot but your field craft needs to be spot on too. And that all takes time.
Hell no. Do you know how big a pallet is? That's the wooden platform that bricks are loaded onto! You'd need one hell of a force to drive those things with any appreciable velocity... And don't get me started on accuracy issues (pallets are very non-aerodynamic projectiles). If anything... I'd say a trebuchet is in order...
