water leak on apartment property, will the complex pass on the cost to the tenant?

We have had a leak on the apartment complex, due to the leak being by a fire hydrant I was advised this would be the reponsiblity of the city. Until this matter is taken care of, will the tenant be reponsible for the additional cost on the water bill?

No. It's always illegal to park within a certain distance of a fire hydrant. I think the distance is 10 feet, but i'm not 100% positive.
