Fire hydrants are usually installed and maintained by a town's Highway, Public Works, or Water department. Some towns have a dedicated number for reporting hydrant problems- check your phone book under Local Government. I have my tongue pierced, but it was done by professional. I also have few other piercings. Tongue piercing is tricky as its slippery and I don't think you will get it pierced well by yourself. I don't think you will find anything good enough to pierce it at home. In salon they use hollow pin in which they after insert piercing to pull it trough. As for jewellery you also need a special one, as tongue swells twice the size, so the first jewellery is twice as big, which they at salon change for a regular one in about two weeks time. From all the possible piercings you would want to have tongue probably would be hardest to do at home by yourself. I would suggest that you better get it done by professional. Also there is risk of having ingrown piercing if it's done wrong and it would hurt very bad. And if it's not in right place you could easily chip your teeth and that also hurts. I got my ears pierced by myself, but I would not dare to pierce my tongue! Better get it done by professional!

You report it to the Fire Dept.and the Utilities Dept.The Utilities Dept must know about because someone had to have turned the water off.Trust me,they know about it.It had to be in the police report.It is probably just taking them time to fix it.
