basil is really easy to grow if you have viable seeds. Your seeds must have been too old. buy a brand new package from the garden center - they always get fresh seed packets in.
Basil needs to grow in drained soil if there are no stones on the bottom of your egg crates they are waterlogged. They need 6 to 8 hours of sunlight a day. I'm italian and 6 plants gets me a years worth of pesto and seasoning. Basil seeds should germinate in about a week.
