OK, this has to be a thought experiment because a small piece of a neutron star could not possibly be contained long enough to look at it. Yes, it would be black, because reflection or emission of light requires mobile electrons, which this puppy has not. It would weigh in the order of 10^10 kg (see the link for other opinions) which is a lot less than the mass of the earth (around 10^24 kg) so you would be safe at a distance. Given the radius of the earth at about 6 million metres and using the range squared law, you would feel a tug of 1G from this little toy at a distance of about 60 centimetres (two feet) - get any closer and prepare to be assimilated. i dont think u could contain it , because of the intense gravitation Also it would likely appear black as most of its thermal energy would have dissipated quite quickly Who knows, after all this is nothing more than one giant macroscopic nucleus!
