I‘m looking at buying a rubicon with tru-lok lockable axles. I‘m not sure what this will do.

It allows you to lock the axle so you have both wheels moving at all times while off roading. Please note.it's not recommended to lock them in for daily driving.
Allows you to have traction in low traction conditions, like mud or sand or loose rocks. This is not good to do on pavement or when you are in higher traction conditions. Most people who make this kind of purchase use their Jeep in off road trails or dirt, mud or sand driving more than for a daily commute.
As mentioned, they lock both tires on the same axle together. An open differential (no locker) will send all power to the tire that has the most slippage. A locked axle will turn both tires at the same speed regardless. If you dont plan to really offroad the locker is of little use to you. It is not recommended for snow or slick pavement use as it could make driving quite difficult. A selectable lock is best as you can turn it on and off, but permanent lockers are available as well. Lockers are great for off roading and can improve the off road capability of even a stock rig.
