It means that the paper has been reviewed by other scientists who also have a strong background in the area/field of study that the paper was written within So for example, if you wrote a paper on aluminum oxidation, other scientists who are very familiar with that subject matter would review the paper and give their opinion on whether or not it was valid, had good data to back it up, etc.
