When my son was that age (and even now), a sippy cup of milk, a dark room, and The Golden Girls with the volume turned down very low helped tons. A pile of stuffed animals, his favorite soft blanket, and some snuggles with us doesn't hurt either. :) I know it's obnoxious to have to parent at night, but on bad nights, toddlers can need a lot of it. On good nights where he wakes up and doesn't want to go back to sleep, I can put on The Golden Girls, turn the volume down low, set the sleep timer for 30 minutes, get him laid down, and fall back asleep myself knowing that he's going to be out almost before I am. On bad nights we've done mid-night snacks (calmly and quietly in the nearly dark room) We visited my in-laws over Christmas when he was 20 months old, and (I know, it's bad, don't hate me!) we ended up using a bottle of milk to help him fall asleep. We didn't do it for the milk, but for a way to keep him sucking long enough to fall asleep. He is a thumb sucker and can use that very effectively to fall asleep, but over our vacation he didn't want to lay still long enough to have it work. I've also found that he sleeps much better at night when he is well rested during the day and when he gets some play time outside.
