Mmmm an odd question. I'm wondering if you really mean locking tuners. The tuners are the things on the headstock of the guitar. You turn the tuning keys to tune the guitar. If you removed them you could not even fit strings. With locking tuners' you unlock them, insert the string and pull it tight and then lock the tuner and tune as normal. The only time you'd unlock them is to change strings. Like I say, I'm wondering if you really mean locking tuners. Im thinking you might mean a locking nut.
You are correct, it is the smooth interface or surface between the glass and the silver that is the mirror. That's the only way it works, from the other direction the silver (or aluminum) is opaque. The glass serves as protection for that surface and is transparent. .
