My aluminum quad rims I never even had to sandI just cleaned them up and then polished them with mothers aluminum polish.
Alumininium wheels are die cast as they're intended to be cheap and easy to manufacture rather than designed to be polished like chromeYou may not be able to get rid of every mark due to the inherent grain qualities inmthe metal itselfTry what the other posters suggest but just be prepared to accept less than perfection.
After 2000, run through a few polishing conpounds with a cloth wheel and finish with some Mother's billet polish.
