I wouldn't call it safe. There's too much of a chance your horse can slip, it's very hard on their feet (shod or not), and imagine a fall onto concrete as opposed to dirt/gravel. I wouldn't.
I don't think you mean to be insulting, but you do come across that way. The first time I saw it I was wondering something similar (not fully chicken, but a WTF is that?) Now that I live in the UAE, I realize it is an older womans face covering (a burqa). Some young women wear them also to cover their faces as is dictated by muslim tradition/religious law. The more conservative women tend to wear the face shields, or they just cover their whole heads under black clothes covering even the eyes. My second question was how old are they supposed to be? I have seen episodes where they are in school, and episodes where they are driving
