There is a guy that constantly harasses me on the way to work. I am in the car and he is selling water at the street intersection. He seems to have some kind of license but I can't read the name. He has tried to open my car door and once tried to put his hand in my sunroof. He always stands outside my closed window saying harassing things. I called 911 on 2 different occasions and after 1/2 hour the cops didn't show up and the man always takes off when he sees me on the phone. I went to the precinct PD and the rude woman at the desk said I can't file a report without knowing his name or any such information. So can I mace this asshole next time he won't leave me alone?
