Someone put razor wire there for a reason. If I were you I'd leave it alone unless the town building inspector tells you to remove it. It will easily cut through leather gloves. This is a job for someone experienced with removing and disposing of it.
I'm really light skinned with blonde hair and blue eyes, and it worked really well for me, but I reapplied it twice just in case.
