Use atleast 2 locks (one for frame to object, 2ND for wheels to frame) 2ND lock doesn't need to be, strong a basic cable ______ Basic commuting a U-lock and CABLE lock should be enough. Id invest in one with an ANTI-THEFT WARRANTY.

I highly doubt that that is legal. If there is no meter on that fire hydrant then they are stealing water and selling it. I bet you live on a nice quiet street far away from a police station. Call the fire dept and give them the trucks license plate number.
Do no use a combination lock or flexible lock, they are easy to crack. I recommend Kryptonite U lock series 2, they are difficult to cut. But most importantly, NEVER LEAVE BIKE OUT OVERNIGHT, I can't stress this enough, even with a U lock, thiefs will steal other parts of your bike if you leave it outside over night or for more than 24 hours. I have seen so many bikes stripped down to just the frame and the lock because some riders don't take their bike home with them. When you lock up the bike after arriving at a place, you should preferably choose a busy area in plain sight of public and next to cameras. It is best to lock the bike to a bike rack next to other bikes. Before you leave the bike, check to make sure that it is locked properly. I would not recommend using quick release skewers for the wheels. You can store the U lock in a backpack or a lightweight drawstring backpack when travelling on the bike. When you arrive at home, always take the bike indoor with you. A good way to store bike is to buy a wall hook and let the bike rest vertically on the rear wheel. (with the rear wheel touching the ground to distribute the weight) This way there is no chance of the bike accidentally falling over. Maintenance tip: If you have presta valves remember to remove the lock ring, the lock ring puts excess pressure on the tube causing punctures.
